The power to distribute attention has always existed — editors, publishers and broadcasters had it. What has changed is the mechanism: the distribution is now algorithmic, personalized and, for most people, invisible. The consequences are reshaping public life in ways that are only beginning to be understood.
The new gatekeepers
The gatekeepers of public attention are no longer editors; they are algorithms.
An editor made an explicit choice about what mattered. An algorithm optimizes a target — engagement, watch time, shares — and the optimization produces prominence without anyone choosing it. The result looks neutral and mechanical, but it is neither. It is the product of a specific objective function, designed by people, tuned by data.

What the objective function rewards
Every algorithm has a goal, and the goal determines what gets amplified.
When the target is engagement, the content that provokes the strongest reaction wins — the shocking, the divisive, the emotionally charged. When the target is watch time, the content that holds attention longest is promoted. Accuracy, importance and balance are not part of the objective unless they happen to serve it. The consequence is a public square that systematically favors the sensational over the significant.

Because the algorithm learns from your behavior, the feed that seems like a window on the world is actually a mirror of your own engagement patterns. The more you engage with a category, the more of it you see. The result is that different people live in genuinely different information environments — and believe that theirs is the real one.
The personalized public square has a paradox at its heart: it gives every individual exactly what they respond to, and in doing so, fragments the common ground that public debate requires.

But almost none of this is public. Researchers, regulators and the public operate in a data vacuum, while the platforms hold the complete record of how attention is distributed.
The measurement gap is a power asymmetry: those who control the numbers control the understanding of the system they run.
The accountability question
The new gatekeepers hold extraordinary power over public life, and their accountability does not match it.
An editor who exercised this kind of influence would face scrutiny, standards and consequences. The algorithmic gatekeepers face none of these directly. They are private companies making proprietary decisions, accountable primarily to shareholders. The public square has been privatized without the checks that historically accompanied public square power.
The debate about platform accountability — what standards should apply, what transparency should be required, what oversight should exist — is the central governance question of the digital public sphere, and it is far from settled.
The honest conclusion
Technology did not create the problems of public attention; it amplified them, and it changed who controls them.
The sensational has always competed with the significant. But the algorithmic system has made the competition structural, invisible and one-sided. The public square has always been imperfect; the new version has made the imperfection scalable and unfixable by individual choice alone.
The systems that decide who gets the public’s attention are the most consequential infrastructure of modern public life, and they are the least examined. Paying attention to how attention is distributed is not an academic question; it is a condition of participating in a functioning democracy.
The question is not whether algorithms decide what we see. They do, and they will. The question is whether we will decide what the algorithms optimize for — or let them decide, by default, for us.
